As a Senior Analyst working for Hepburn and Sons LLC, you will be assigned to the PMS 443 BI program office in executing its responsibility to satisfy current and future Navy needs and support Naval fleet readiness and ship modernization. Responsibilities

  • Provide direct support to PMS 443 Bridge Systems APM (Voyage Data Recorder (VDR) and Bridge-to-Bridge Radio) in the formulation, development, and implementation of strategic initiatives
  • Work independently and energetically in researching various Acquisition Topics and Documentation, DOD 5000, Other Transaction Authority acquisitions, and Milestone Requirements for various ACAT and non-ACAT programs
  • Assist in the development of the communication strategy, key messages, and briefing materials for Navy senior leaders for the purpose of making critical decisions on Navy’s investment strategy to support Navy’s designated missions and war fighting capability
  • Support government managers in various acquisition activities related to design, product development, test, production, installation/deployment or support
  • Assist the program office by tracking progress against schedules, recording and coordinating accomplishment of actions, coordinating the development/reporting of proposed solutions to issues, and supporting meetings
  • Works independently, receiving a minimum of detailed guidance
  • Perform a variety of specific tasks to develop knowledge and skill in applying Acquisition Logistics principles, methods, and techniques
  • Provide guidance to less experienced team members and work as a team to most effectively accomplishing program office tasking
  • Infrequently travel (less than 5%) as required to support program objectives to include quarterly Program Management Reviews and coordination trips with other members of the PMS 443 team (typically less than once per month)
  • Access Navy enterprise programs such as NDE and NEPS to gather and update program data

Qualifications

  • Bachelor’s degree in business, technical field, or managerial discipline, or commensurate additional, related experience
  • Minimum of ten years’ experience with DoD and US Navy acquisition programs and processes
  • Applicants selected for this position will require an active DoD Secret clearance, and background screening. Applicants selected for a security clearance will be subject to a security investigation and must meet eligibility requirement for access to classified information
  • Advanced level understanding of US Navy mission, purpose, function, and organization
  • Significant experience related to US Navy programs or operations
  • Proficient at data analysis, open source, and research.  Highly experienced at writing, editing and graphical presentation in the support of strategic and fiscal communication for senior Navy, DoD, Congressional and public/private sector audiences
  • Must be proficient in MS Office Suite with advanced proficiency in Excel and PowerPoint
  • Must have excellent written and oral communications skills and organizational skills
  • Must show attention to detail and the ability to manage multiple duties/tasks simultaneously while meeting deadlines
  • Ability to work independently and in collaborative teams, and to adjust schedule to address workload demands

  • Government contracting experience 
  • MS Project experience
  • NAVSEA Enterprise Planning System (NEPS) experience
  • Navy Data Environment (NDE) experience
