Overview

Hepburn and Sons is seeking a Mid-Level Technical Program Manager to reduce programmatic and technical risks and achieve better outcomes through more efficient and effective transition of S&T investments into development of future military systems.

 

This is a contingent position based on award/funding from the customer.

Responsibilities

  • Assist Program Officers with conceptualizing, developing, budgeting for, and socializing new Fundamental Research programs, new Technology Candidates (preFNCs), new Future Naval Capabilities (FNCs) and new Innovative Naval Prototypes (INP) Programs
  • Support the development of investment strategies, technology roadmaps, preparation of warfighting payoff assessments, and prepare periodic updates to the program investment plans, as required
  • Support preparation of draft briefing materials, meeting/trip agendas, reports, correspondence, and action item tracking
  • Liaise with Senior Navy Officials and senior leadership at other Services, Department of Defense (DoD) organizations and international DoD partner services and organizations
  • Support in special studies and technology advisory panels, as required
  • Assist and coordinate Program Officers plans, projects and program activities with other DoD organizations and other Government agencies to support, facilitate, and avoid duplication of investments
  • Assist in developing and maintaining key documents and master plans that incorporate all relevant studies and analyses
  • Track Department Whitepaper Submissions against the Long-Range Broad Agency Announcement

Qualifications

  • Must be a US Citizen
  • Active DoD SECRET clearance
  • A bachelor’s degree from an accredited college or university
  • A master’s degree from an accredited college or university may be substituted for two (2) years of experience
  • Seven (7) years of experience in engineering, mathematics, or science, including biology, chemistry, computer science, and physics
  • Recent experience (last 5 years) in federal acquisition and budgeting
  • Experience in evaluating and developing analytical models, procedures, and techniques
  • Experience in executing and reviewing technical studies, analysis, and design activities
  • Proficient in Microsoft Office 365 (Word, Power Point, Outlook, SharePoint, and Excel)
  • Excellent written and verbal communication skills

Preferred:

  • Experience with DoD RDT&E program/budget exhibits & RDT&E strategic plan
